A large part of Mr. Castillo's practice consists of "workouts;" i.e., in renegotiating foundering agreements to avoid resorting to dispute resolution. In the regulatory arena, he has represented clients in proceedings regarding digital television, Universal Service Fund contributions, local number portability charges, and international mobile termination surcharges. Mr. Castillo frequently addresses enterprise users at conferences on telecommunications issues (including negotiating wireless, local, VoIP and MPLS agreements) and has written several articles about negotiating and enforcing telecommunications and IT agreements. Before joining the firm, Mr. Castillo served as a Trial Attorney in the Commercial Litigation Branch of the Department of Justice, where he worked in the Civil Fraud Section from 1994 through 1997 representing the Department of Defense, the Department of Energy, and other government agencies in cases involving alleged violations of the False Claims Act. Mr. Castillo clerked for the Honorable John A. Terry of the D.C. Court of Appeals from 1993 through 1994. Mr. Castillo graduated cum laude from Georgetown University Law Center in 1993. In 1987, Mr. Castillo received both his B.A. and M.A. degrees in history from Yale University. Mr. Castillo is admitted to practice in the District of Columbia, New York, California, and Colorado.
