James S. ("Jim") Blaszak is a partner in the firm of Levine, Blaszak, Block & Boothby, where his practice is centered on representing large users in regulatory and public policy matters and in the evaluation, negotiation, and documentation of contracts for telecommunications services.

Mr. Blaszak was among the first private practitioners to represent clients in evaluating and negotiating AT&T Tariff 12 proposals and comparable custom network service agreements with AT&T's major competitors. He has advised purchasers in connection with scores of telecommunications service acquisition agreements, including customized agreements in areas such as wireless, MPLS, network management and satellite services.

In the public policy arena, Mr. Blaszak has been an active participant in complex federal and state rate cases, the prosecution of applications for radio licenses and operating authority, satellite system authorizations, inter-carrier compensation and universal service rulemakings, market entry disputes and appeals involving all of the above, and has been involved in counseling clients on a wide range of matters implicating federal and state telecommunications laws. He is, inter alia, counsel to the Ad Hoc Telecommunications Users Committee, whose members are among the nation's largest purchasers of communications services. He is also a frequent speaker at seminars on telecommunications subjects, and has written numerous articles on telecommunications issues.

Mr. Blaszak is listed in Who’s Who of Business Lawyers, Chamber’s Global Leading Lawyers for Business, The Best Lawyers in America and Lawdragon’s 3000 Leading Lawyers in America.

Prior to entering private practice, Mr. Blaszak served at the Federal Communications Commission as Chief of the Domestic Facilities and International Satellite Branch and as a legal assistant to the chief of the Common Carrier Bureau. He joined the firm in January of 1995 from Gardner, Carton & Douglas. He is a graduate of the University of Texas School of Law, and a member of the District of Columbia bar.
