Mr. Brown has significant experience in the field of public safety and homeland security communications. He was instrumental in the development and negotiation of a nationwide emergency toll-free number for the nation’s poison control centers and represented the City of New York as lead outside counsel in the development and negotiation of a state-of-the-art enhanced 911 public safety answering center and supporting communications infrastructure. He also frequently advises corporate clients on the legal requirements and best practices for providing employee access to 911 services, including legal and technical challenges associated with the implementation and use of softphones, Voice over Internet Protocol (VoIP), and wireless LANs/PBXs. In regulatory matters, Mr. Brown regularly represents the interests of telecommunications users in a variety of federal regulatory proceedings at the Federal Communications Commission and advises enterprise telecom users about complex state and federal regulations, with specific expertise on privacy matters and issues related to E911. Mr. Brown received his B.S., magna cum laude, from the Georgetown University School of Foreign Service, and his J.D. from the University of Virginia School of Law. While in law school, he won the William Minor Lile Moot Court competition and was Executive Editor of the Virginia Journal of International Law. He is a member of the Bar Associations of the District of Columbia and the State of California. |
